Chief Executive Officer
Toleafoa Rana Bose became the Chief Executive Officer of Vodafone Samoa, one of the country's leading telecommunications and digital service providers, on 1 April 2023. He leads Vodafone's strategic transformation, driving innovation, customer-centric growth, digital inclusion, and operational excellence across Samoa.
Before becoming Chief Executive Officer, he was Acting Chief Executive Officer from June 2022 until he was appointed CEO. He previously held the role of Chief Marketing Officer for Vodafone Samoa since 2019.
Toleafoa held several leadership roles at leading telecommunications companies in India, including Vodafone Idea, Idea Cellular, Telenor, Reliance Communications, and Tata Teleservices. With more than two decades of experience in the telecommunications industry, he has built an extensive career across sales, marketing, commercial strategy, and executive leadership.
He holds a Master of Business Administration in Marketing and a Master of Arts in Journalism and Mass Communication from India. He is also a certified Six Sigma professional through Motorola University, Malaysia, reflecting his commitment to operational excellence and continuous improvement.
As CEO, Toleafoa champions innovation, digital transformation, and sustainable business growth while fostering a high-performance culture that empowers people and delivers value to customers, shareholders, and the wider Samoan community.
Chief Financial Officer
Anish Chandra serves as the Chief Financial Officer, responsible for leading the company's financial strategy, governance, risk management, corporate reporting, and regulatory compliance. In this role, Anish plays a pivotal part in guiding and driving the company's financial performance and reporting, ensuring the company maintains a strong corporate strategy, and overseeing its risk and internal audit capabilities, while delivering long-term value to shareholders and stakeholders.
A Chartered Accountant with extensive experience in finance and in the telecommunications industry, Anish began his career with the company in 2017 as Financial Controller and was subsequently appointed Chief Financial Officer in 2022.
Apart from his executive responsibilities at Vodafone, he also holds the role of Chairman of the Samoa Submarine Cable Company, President of the Rotary Club in Apia, Treasurer & Executive Director for the Samoa Chamber of Commerce, Treasurer & Executive Director for the Samoa Association of Manufacturers & Exporters, and Trustee in the IMAGINE Science Trust Program, to name a few.
Anish holds a bachelor's degree in Accounting, Finance, and Information Systems from the University of the South Pacific.
Chief Technical Officer
Akosita Loamanu is the Chief Technical Officer. Akosita leads the company's technical strategy, network operations, information technology, and digital transformation initiatives.
Appointed in 2025, Akosita made history as the first woman to join Vodafone Samoa's Executive Leadership Team, reflecting the company's commitment to developing local talent and advancing diversity in leadership.
With more than a decade of strong experience in the information technology field and telecommunications, Akosita has built an outstanding career through progressive technical and leadership roles within Vodafone Samoa. She holds a Bachelor of Science with a double major in Information Technology and Information Systems from the University of the South Pacific in Fiji.
As Chief Technical Officer, Akosita is passionate about leveraging technology to connect communities, accelerate digital transformation, and deliver secure, reliable, and innovative telecommunications services.
Chief Commercial Officer
Antonio serves as the Chief Commercial Officer for Vodafone Samoa. His executive appointment was made effective on 11 August 2026. Antonio brings nearly 30 years of extensive commercial and telecommunications experience from Vodafone Fiji, offering a strategic, commercially focused perspective to the organisation and playing a key role in strengthening Vodafone's market position and advancing its growth in Samoa.
Before his appointment in Samoa, Antonio served as Head of Corporate Sales for three years, following an extensive career in leadership roles across Retail, Events and Promotions, and Enterprise Development. He led the Enterprise Development function for 11 years before assuming responsibility for the Corporate Sales Department.
Antonio holds a Master of Business Administration in Human Resource Management from Central Queensland University, as well as a Diploma in Telecommunications.
Antonio is well positioned to contribute fresh perspectives, strengthen commercial execution, and support the organisation's continued transformation and long-term growth.
Head of Human Resources, Admin & Legal
Tunumafono is the Head of Human Resources, Admin & Legal. She has over 12 years of experience in Human Resources. Tunumafono has held the HR Lead position and various roles across her career including positions in Customer Service & Billing, Technical Administration and HR. She has taken responsibility for our people strategy, policies, recruitment and leads the overall HR Core portfolio.
In this role, she also leads the Assets & Property division, supports the Manager of Assets & Property, and oversees the Company’s internal employee relations legal matters and regulatory compliance. Additionally, she serves as the liaison between the Company and its external legal counsel, coordinating all legal matters and ensuring the timely provision of information, documentation, and instructions required for legal advice, contractual matters, employment relations, disputes, and other corporate legal requirements with the Company's external legal advisors.
Prior to rejoining the company in 2014, Tunumafono was studying Business at the Auckland University of Technology, graduating with a Bachelor of Business in Human Resources Management and Employment Relations, and a Minor in Management.
Head of Strategy & FTTH Project
Rebecca is an experienced Head of Department with skills in developing and mentoring teams, driving innovation, achieving challenging performance targets, and delivering high-quality customer service. Rebecca currently leads the Strategy and FTTH Project functions.
Previously, she served as Head of Business Consumer, overseeing four key departments within the Commercial team. Rebecca began her career at Vodafone Fiji and continued with Vodafone Samoa.
Throughout her career, she has held leadership roles across Customer Service, M-Tala, Retail, and Marketing, building a broad understanding of commercial operations and customer engagement.
She holds a Diploma in Hotel Management from the Fiji Institute of Technology and is currently pursuing a double major in Management and Public Administration, with a focus on International Business Markets, at the University of the South Pacific, Alafua Campus.
Head of Core Finance & Reporting
Lupeoaonuu is a dedicated and accomplished finance and accounting professional who brings a strong academic background, practical experience, and a commitment to professional excellence to her role.
She currently serves as the Head of Core Finance & Reporting, working closely with the Chief Financial Officer to support the company's financial management, reporting, and broader business objectives.
She holds a Bachelor of Arts from the University of the South Pacific and is currently pursuing a Bachelor of Commerce at the National University of Samoa, reflecting her commitment to continuous learning and professional development.
Her combination of technical capability, financial insight, and leadership experience positions her as a valued contributor to the company's financial governance and performance.
Head of RAN & Transmission
Semua is Vodafone’s Head of RAN & Transmission. He leads the Wireless, Engineering & Transmission Department. He has over 27 years of technical and telecommunications experience including 5 years of leadership experience overseeing complex telecommunications and power projects. Before he was appointed the Head of Department in 2017, he was the RAN Wireless Engineer and one of the key engineers leading and managing the 4G project deployment to improve customer experience and network capacity.
He currently holds a Bachelor of Computer Science from the University of the South Pacific, Fiji, and a Bachelor of Engineering in Electrical & Electronic from Victoria University, Melbourne Australia.
Head of Information Systems & Core
Vui is the Head of Information Systems & Core, bringing more than 14 years of experience in information technology and telecommunications. Appointed to the role in 2019, he provides strategic and operational leadership across Vodafone’s core technology environment, with responsibility for ensuring the availability, security, resilience and scalability of critical platforms and services, including ISP, Billing, OCS, Mobile, R&D and Service Delivery. His role is central to maintaining dependable technology operations while aligning IT capabilities with evolving business and customer requirements. Beyond day-to-day technology operations, Vui provides leadership in strengthening the IT function's technical capability and performance, supporting continuous improvement, knowledge development and effective team performance.
Prior to his appointment as Head of Information Systems & Core, he served as Senior ISP Engineer, developing strong technical expertise in internet service infrastructure and network operations. He is a certified WiMAX Engineer and holds CCNA certifications from the National University of Samoa and Victoria University in Australia.
Head of Fixed Network Operations
Fuimaono has more than 20 years of experience across customer service and technical operations. Throughout his career, he has held senior technical roles, developing expertise in fixed network operations services. He currently leads the Fixed Network Operations function, responsible for delivering and installing services including fixed-line, Moana TV, Starlink, Temp fibre link, PABX solutions, cable projects, and the Network Operations Centre.
Prior to his current leadership role, Fuimaono served as Cable Infrastructure Lead within the FNO division, supporting the Head of FNO in overseeing the effective delivery of field services while fostering strong relationships with customers and key stakeholders.
Head of Business Enterprise
Jermaine serves as the Head of Enterprise Business at Vodafone Samoa, having joined the company in June 2025. A very outgoing leader with years of experience in telecommunications across the Pacific, he specialises in enterprise business, ICT, customer experience, and revenue growth.
He currently leads Vodafone Samoa's enterprise strategy across government, corporate, and SME markets, with a focus on developing ICT solutions. Jermaine brings with him a strong track record of driving growth and developing strategic partnerships.
He holds a Diploma in Computer Assembly & Repair from Vector Designs & Application Systems, Jamaica, and a Diploma in Business Accounting & Computing, also from Jamaica.
Head of Retail
Christina leads our Retail division with a sophisticated blend of marketing intelligence and dedicated advocacy for client excellence.
Christina joined Vodafone in 2024 as a Corporate Sales Executive before taking a leap of faith and assuming the role of Head of Customer Service just six months after joining the company. Before joining, she worked as a Corporate Sales Executive and Trainer at EMD, as well as gaining years of experience in the banking industry.
Christina was recently appointed Head of Retail and currently oversees the Customer Service Department. She holds a Bachelor of Commerce, majoring in Marketing with a minor in Management, from the National University of Samoa.
Head of Distribution & Roadshow
Fuimaono Carlos was appointed Head of Distribution & Roadshow in July 2026. A knowledgeable and results-oriented person, he brings extensive experience across the private sector, with a background in public relations, insurance, business management, and sales.
Before joining the company, Fuimaono worked in Public Relations and Underwriting at Pacific General Insurance and previously served as Managing Director of Apia Vending Machines.
He holds a Bachelor of Commerce from the National University of Samoa, with double majors in Management and Marketing, as well as a Bachelor of Science from Massey University in Auckland.
Head of Marketing
Lauren was appointed as Head of Marketing in April 2026. She provides leadership across the Brands & Communications, Roaming and Product teams.
Before her appointment, Lauren served as Wholesale & Roaming Lead, where she developed valuable experience in managing partnerships with roaming operations and wholesale relationships.
Her progression into the Head of Marketing role reflects her knowledge, leadership capability and ability to take on broader commercial responsibilities.
With a career built through hands-on experience, Lauren brings a practical, results-focused approach to leading teams and advancing the company's marketing and product portfolio.
Manager Assets & Property
Francisco was appointed Manager of Assets & Property in December 2025. His responsibilities mainly focus on supporting the company's asset performance. In this role, he manages properties, leases and sites, vehicles, emergency preparedness, and office facilities.
Francisco joined Vodafone in 2024 and has held different roles across the business, including Roadshow Lead and Head of Distribution.
Before joining the company, he was working as a Dissemination and Communications Officer at Samoa Red Cross and a Sales Manager at OCL.
